Create a router sandbox app

Create a router sandbox application to support interactive test/benchmark route management and demonstrate UI associated with new features such as styling individual route partitions differently (e.g., ferry/road, truck route/non-truck route). Benchmark routes need waypoints to reflect local knowledge.

0. Adapt the Location Services in Action app.
1. Route tab should have a Save as Test Route button.
2. Test routes tab is a list of test route requests. App should be able to read and write the list to a local directory chosen by the user. you should be able to copy a route into the route tab.
