Create Sentinel Pipeline

There is a sentinel pipeline that is not currently being used.

This ticket would identify:
* how is the sentinel data being used
* Is the funtionality in the sentinel pipeline useful
* if so, how can we automate a sentinel pipeline (does it need to be automated)

No files, tests, or entry points are named. First locate the unused sentinel pipeline and trace how its data is currently used. Determine whether its functionality is useful and whether automation is needed; done means documenting those findings and a clear automation decision.
