Figure out and Document how to use rclone

Many of the processes used by the RFC either will, or currently use object storage.

The preferred processing pattern is:
1. pull necessary data (could be from obj. store. could be from msc datamart, noaa, nasa, etc)
2. perform transformation / analysis
3. persist resulting data to object storage

Currently using the object store api to perform steps 1, and 3. These processes could be simplified by using rclone.

This ticket will create a page on the private wiki that describes the usage of rclone.

Review the RFC's current object-storage workflow and the private wiki context, then document how rclone can support pulling inputs and persisting results. Done means the wiki has a usable rclone page covering the pull, transform or analysis, and object-storage persistence pattern described in the issue.
