Description

As team need to agree on a logical directory structure for how we will structure data in object storage.

Thinking that every directory should include a readme that identifies the following information:
* how the data got there
* what the data is
* any knowlege about how its used, what processes etc.

Ideally include an audit that notifies of violoations

Likely one of the outcomes will be to move the cmc data folder under RFC_DATA, that will also require updating the script that populate
