Description

**Rationale from SMEs**: Those are individual spatial layers/overlays, so it plays in to our layer requirements (#327)

**Given** the user selects a parcel or polygon on the map
**When** the parcel/polygon overlaps with a parcel in ParcelMap BC where Owner_Type = Federal
**Then** BCAP must visually indicate the overlap on the map
And display a notice or label indicating the type of overlapping area (e.g., “Overlaps Federal Jurisdiction”) regardless of the layer being selected as an overlay

Note-1: For this use case, HRIA currently only shows up on the map only if the layer is selected/turned on.
Note-2: When the parcel/polygon overlaps land under federal jurisdiction, then SMEs want it to be indicated with a specific message as above. It is suggested that this jurisdictional data is pulled from ParcelMap BC layer.

AC:
- [ ] The spatial check must run automatically upon parcel/polygon selection or result load
- [ ] Overlap indication should appear as a clear notification/flag in the parcel info panel and/or on the map
- [ ] The type of overlap (land under Federal jurisdiction) must be clearly distinguished
- [ ] No overlap should result in no message shown
- [ ] These layers must be integrated and maintained as part of the broader spatial layer framework defined in the system (including any associated metadata or source layer references - #327)
- [ ] All users must have access to this functionality
- [ ] Note-2 feature should be available to all Branch users, with the ability for individual users to turn the feature on/off
