Notify applicant of technical review decision

As the applicant who applied for a permit that has completed technical review,
I want to be notified of the outcome from the technical review,
So that I do not need to call or email or otherwise hunt for this information.

**Acceptance Criteria**

- [ ] Status is updated on the external-facing dashboard (Accept, Reject, FN Consultation Required, etc.) once a decision is recorded in BCAP
- [ ] A new message indicator is shown on the 'Bell' icon in BCAP
- [ ] A message is shown in the Message Centre for the applicant
- [ ] An email is sent to the email address associated with this user in BCAP
- [ ] Message like 'Your permit application has completed Technical Review. Open the application in BCAP to view next steps.'

Please note that there is a separate Epic for the Message Centre, external-facing dashboard and how the Branch conducts this technical review.

Start by tracing where a technical review decision is recorded in BCAP, then inspect the external-facing dashboard, Bell indicator, Message Centre, and email notification paths. Done means each listed acceptance criterion is met, including the specified applicant message and all relevant decision outcomes.
