As a manager+ I should be able to easily promote other learners to be a curator

On each learner profile, there should be a button to "promote to curator" button that converts the learner ID to the learners GUID and updates any existing follows, launches, reports, contributions (created activities, steps, paths) with the new ID while also changing the profile status to curator. Only managers will see this button.
