As a curator, when I edit anything, the list of users to assign as "created/modified by" needs to not just list every user

Wherever these created modified form field exist, it should either:
- list only other curators
- provide a search/filter
It should NOT simply list all the users in the system (or the first 200 or whatever it currently is)
