Description
**Describe the task**
Fuel codes with a fuel type "Ethanol" must include an option to note if the fuel code is considered partially renewable and at what percentage.
This is still under discussion with our verification and legal team, but as a legacy feature in TFRS, it has been requested to be added to the portal fuel codes.
Current design in TFRS:

**Purpose**
If ethanol is made from municipal solid waste (MSW), how should it be handled under our program? Ethanol from MSW contains both a renewable and a fossil derived portion which makes it more complicated.
**Acceptance Criteria**
- [ ] first
- [ ] second
- [ ] third

Research direction
No files, tests, or entry points are named. First clarify the verification and legal requirements for partially renewable ethanol, including the percentage rules and expected behavior, then identify the portal fuel-code entry point and its tests. Done means the agreed toggle and percentage input are implemented with acceptance criteria replacing the current placeholders.
