Description
**Describe the task**
Create a new public-facing "Trouble logging in?" page in CMS Lite and update the "Trouble logging in?" link on the LCFS Portal landing page to direct users to the new CMS Lite page. The content will provide users with self-service troubleshooting steps and contact information to resolve common login issues before contacting the LCFS team.

Research direction
Start with the LCFS Portal landing page's existing “Trouble logging in?” link and the linked CMS Lite wireframe, then review the proposed content and acceptance criteria. Done means the CMS Lite page is published, the landing-page link targets it, obsolete in-app support content is removed or replaced, and accessibility and responsive behavior are validated across supported browsers and devices.
