LCFS - Initiative Agreement Manager Review and Recommendation View

**Description:**
As an IDIR IA Manager, I need a dedicated manager review view within the Initiative Agreement module so that I can review analyst recommendations, assess supporting evidence and Designated Action details, and make workflow decisions before forwarding recommendations to the Director or returning them to the analyst.

**Purpose and benefit to user:**
Provides IA Managers with a consolidated view of Initiative Agreement information, associated Designated Actions, evidence assessments, analyst recommendations, comments, and supporting documentation required to perform management review and recommendation decisions. This view serves as the formal management review stage between analyst assessment and Director approval.

- [ ] Given I am an IDIR IA Manager, When I review a Designated Action, then I can view all agreement details, submissions, evidence, attachments, comments, and workflow history associated with the recommendation.
- [ ] Given I am an IDIR IA Manager, When an analyst has submitted a recommendation, then I can view the recommended credit amount.
- [ ] Given I am an IDIR IA Manager, When reviewing a recommendation, then I can review applicant-facing and internal comments according to permissions.
- [ ] Given I am an IDIR IA Manager, When additional work is required, then I can return the Designated Action to the analyst for further review.
- [ ] Given I am an IDIR IA Manager, When returning a Designated Action to the analyst, then I must provide a rationale for the decision.

**Notes:**
- The recommended credit amount must remain visible throughout the approval workflow.
- Workflow decisions must be recorded in the audit history.
- IA Managers have two available actions on a Designated Action recommendation: Return to Analyst or Recommend to Director.
- Returned recommendations should clearly communicate required revisions or additional review activities to the analyst.
- This view should focus on supervisory review and recommendation activities rather than detailed evidence assessment.
