LCFS - Reassessment refresh does not correctly update future assessed compliance report summaries

**Describe the Bug**
A reassessment scenario is not correctly refreshing future assessed compliance reports after supplemental reports are submitted and assessed for prior years.

Organisation 421 has compliance reports from 2020 to 2025. The 2024 and 2025 compliance reports were already in Assessed status when supplemental reports for 2020 to 2023 were submitted and assessed. Following reassessment, the summary information in the 2024 and 2025 reports did not refresh correctly to reflect the impacts of the prior-year changes.

Additional expected summary details for the 2023, 2024, and 2025 compliance reports are documented in the Teams card attachment.

**Expected Behaviour**
When supplemental reports for prior compliance periods are assessed, any subsequent assessed compliance reports impacted by those changes should be refreshed and display the correct reassessed summary values.

The organisation balance and compliance report summary lines should accurately reflect the reassessment results and carry-forward impacts from the supplemental reports.

**Actual Behaviour**

- The reassessment refresh did not correctly update one or more future assessed compliance report summaries.
- The organisation balance for Organisation 421 is currently displaying as -19 when it should display as +19.
- Summary information in the affected compliance reports does not reflect the expected reassessment outcome.

**Implications**

- Affected compliance report summaries may display incorrect compliance-unit balances and reassessment results.
- Users may be presented with inaccurate compliance information and organisation balances following supplemental report assessments.
- This may impact confidence in reassessment outcomes and future compliance reporting calculations.

**Steps To Reproduce**
Steps to reproduce the behaviour:

User/Role: Government Analyst

1. Open Organisation 421.
2. Ensure compliance reports for 2024 and 2025 are in Assessed status.
3. Submit supplemental reports for compliance years 2020 to 2023.
4. Assess the supplemental reports.
5. Trigger the reassessment refresh process for affected future reports.
6. Review the summary sections of the 2024 and 2025 compliance reports.
7. Review the organisation balance.
8. Observe that the summaries and balance do not reflect the expected reassessment outcome.

Note: this may be the same issue as card #4971 which may not need to be done if this fixes it
