LCFS - Screen Reader Does Not Announce Fuelbert Accordion Chevron or Expand/Collapse State

**Describe the Bug**
Within the Fuelbert Pre-screen section, the screen reader does not announce the accordion chevron control or its expand/collapse state. Users navigating with assistive technologies cannot determine that the Fuelbert panel is expandable, whether it is currently expanded or collapsed, or how to interact with it.

**Expected Behaviour**
When a user navigates to the Fuelbert accordion header, the screen reader should announce the control's name, role, and state. Users should hear information such as whether the section is expanded or collapsed and be able to operate the accordion using keyboard controls.

**Actual Behaviour**
The screen reader does not announce the chevron or provide information about the expansion state of the Fuelbert accordion. Users receive insufficient information to understand or interact with the control.

**Implications**
Users who rely on screen readers may not know that additional Fuelbert content is available within the accordion. This can prevent access to review findings, concerns, informational items, and other content contained within the section. User/Role: IDIR User using a Screen Reader

1. Go to a Compliance Report containing Fuelbert Pre-screen results.
2. Navigate to the Fuelbert Pre-screen accordion header.
3. Use a keyboard and screen reader to move focus to the accordion control.
4. Listen to the screen reader announcement.
5. Observe that the chevron and accordion state are not announced.
6. Attempt to determine whether the section is expanded or collapsed using screen reader output alone.

Locate the Fuelbert Pre-screen accordion in the compliance report interface and first reproduce the missing announcement with a keyboard and screen reader. Done means the accordion header exposes its name, role, and expanded or collapsed state, and users can operate it from the keyboard.
