Description

**Describe the Bug**
Within the Supply History tab of the Organisation Dashboard, screen readers are unable to read or interpret multiple charts and graphs presented in the Fuel Supply Dashboard. Users relying on assistive technologies cannot access the data, trends, comparisons, legends, values, or insights displayed within the visualisations.

This issue impacts all chart-based content within the Supply History dashboard, including:
- Year-over-Year (YoY) compliance unit trend chart
- Fuel code distribution graph
- Compliance period comparison chart
- Renewable fuel supply graph
- Non-renewable fuel supply graph
- Any associated trend, comparison, or summary visualisations presented within the Supply History section

**Expected Behaviour**
Screen reader users should be able to access all information presented within charts and graphs through accessible text alternatives, summaries, data tables, or appropriately labelled chart elements. All chart content should provide equivalent access to the information available visually.

**Actual Behaviour**
The charts and graphs are not announced or interpreted by screen readers. Users cannot access chart titles, legends, axis labels, data points, trend information, percentages, comparisons, or other information presented in the visualisations.

**Implications**
Users who rely on screen readers are unable to independently access key fuel supply reporting information presented within the Supply History dashboard. This prevents users from reviewing historical trends, year-over-year comparisons, fuel code distributions, renewable and non-renewable fuel activity, and compliance period comparisons. Important business and compliance insights are only available visually, creating a significant accessibility barrier.

**Steps To Reproduce**
Steps to reproduce the behaviour:

User/Role: Organisation User using a Screen Reader

1. Go to the Organisation Dashboard.
2. Click on the "Supply history" tab.
3. Scroll to the Fuel Supply Dashboard section.
4. Navigate to the Year-over-Year chart, Fuel Code graph, Compliance Period Comparison chart, Renewable Fuel graph, and Non-renewable Fuel graph using a keyboard and supported screen reader.
5. Attempt to access chart content using screen reader reading and navigation commands.
6. Observe that chart information, trends, legends, labels, and underlying data are not announced or available to assistive technologies.
7. Compare the visual information available on screen with the information announced by the screen reader.
8. Note that the chart information cannot be accessed without relying on sight.
