LCFS - Create User-Free Fuel Producer Organizations for Future Fuel Code Association

**Describe the task**
Create user-free organization accounts in the system for fuel producer organizations that will require fuel code visibility as part of upcoming CI application work. This work includes establishing organization records only and does not include linking or associating fuel codes. A total of 108 new organizations must be added, 16 organizations already exist in the system and should be verified for use, and 4 organizations require further discussion due to fuel codes existing under both legacy and current organization names.

**Purpose**
Establish fuel producer organizations in advance of CI application development so that future fuel code associations can be completed efficiently. Creating these organizations now will ensure that when users are later added to an organization, they will be able to access and view the fuel codes associated with their organization across historical reporting years once fuel code linkage work is completed.

**Acceptance Criteria**
- [ ] 108 fuel producer organizations identified in the source materials are created in the system as user-free organization accounts.
- [ ] The 16 organizations already existing in the system are identified, validated, and documented as part of this initiative.
- [ ] A list of the 4 organizations requiring naming and fuel code linkage discussions is documented for follow-up decision making.
- [ ] No fuel code associations or linkage activities are completed as part of this task.
- [ ] Organization records are created using information provided in the Teams card attachment folder.
- [ ] A summary of created, existing, and discussion-required organizations is documented and available for future fuel code association work.

- Organization information can be found in the Teams card attachment folder, titled 4904- New fuel producers.
- Scope of this task is limited to organization account creation only.
- Future work will be required to associate fuel codes to organizations.
