LCFS - Initiative Agreement (IA) IDIR Dashboard Links

**Description:**

As an authorized IDIR user, I want Initiative Agreement (IA) links displayed on the main dashboard so that I can quickly access Initiative Agreement functions available to my role.

**Purpose and benefit to user:**

Provide IA Analysts, IA Managers, and Directors with quick access to Initiative Agreement functionality directly from the dashboard and reduce navigation effort.

**Acceptance Criteria:**

- [ ] Given I am an IA Analyst, IA Manager, or Director, When I access the main dashboard, then I can see the Initiative Agreement dashboard section
- [ ] Given I am an authorized user, When I select an Initiative Agreement dashboard link, then I am navigated to the appropriate page or function
- [ ] Given I do not have an authorized role, When I access the dashboard, then the Initiative Agreement section is not displayed
- [ ] Given I am an authorized user, When I view the dashboard section, then it matches the approved wireframe and design

- [ ] Implement role-based visibility for IA Analyst, IA Manager, and Director roles
- [ ] Create Initiative Agreement dashboard card and links
- [ ] Connect dashboard links to target pages
