LCFS - IDIR Designated Action Information

**Description:**

As an IDIR IA Analyst, IA Manager, or Director, I need to view Designated Action details and associated attachments so that I can review agreement requirements, status information, supporting documentation, and credit issuance details from a single location.

**Purpose and benefit to user:**

The Designated Action Details page serves as the primary record for an individual Designated Action and provides Ministry staff with access to key Designated Action information, status tracking, attachments, and evidence submission summaries required to support review and approval activities.

- [ ] Given I am an authorized IDIR user, When I view the Designated Action page, then all Designated Action information is displayed within a Material UI Card
- [ ] Given I am an authorized IDIR user, When I view the Designated Action, then the Designated Action name, status, completion date, and credit information are displayed
- [ ] Given I am an authorized IDIR user, When I view the Designated Action, then the number of credits available to be issued and recommended credits to be issued are displayed
- [ ] Given I am an authorized IDIR user, When I view the Designated Action, then progress through the Designated Action workflow is displayed
- [ ] Given I am an authorized IDIR user, When I view the page, then all files and attachments associated with the Designated Action are displayed
