LCFS - IDIR Initiative Agreement Information display

**Description:**

As an IDIR IA Analyst, IA Manager, or Director, I need to view Initiative Agreement information and supporting documents so that I can review the agreement record and access associated files in a single location.

**Purpose and benefit to user:**

The Initiative Agreement information section serves as the primary IDIR record for an agreement and provides authorized staff with access to agreement details and supporting documentation. It allows users to review agreement content and attachments while ensuring information is displayed according to role-based permissions.

**Acceptance Criteria:**

- [ ] Given I am an IA Analyst, IA Manager, or Director, When I open an Initiative Agreement from the IA index page, then I am navigated to the Initiative Agreement detail page
- [ ] Given I am an authorized IDIR user, When I open an Initiative Agreement, then all agreement information is displayed in a Material UI Card
- [ ] Given I am an authorized IDIR user, When I view the Initiative Agreement, then all files and attachments associated with the agreement are displayed
- [ ] Given I am an authorized IDIR user, When I upload a document, then the document is associated with the Initiative Agreement and available for viewing
- [ ] Given I am an authorized IDIR user, When I access the page, then agreement information and attachments are displayed according to role-based permissions
- [ ] Given I am an authorized IDIR user, When the page loads, then agreement data is displayed correctly
