LCFS - Create a new IA index page (IDIR side)

**Description:**
Create a new **Initiative agreement index** page to provide users with access to Initiative agreement information based on their role. The page will support role-based views for IDIR users and provide filtering, sorting, and search capabilities to assist with agreement management and oversight.

**Purpose and benefit to user:**
The IA index page provides a centralized location for managing and reviewing Initiative agreements. IDIR users can view and manage agreements across all organizations.

**Acceptance Criteria:**
- [ ] A new IA index page exists and is accessible from the appropriate navigation location.
- [ ] The page is visible to authorized IDIR users with IA analyst, IA manager or Director roles.
- [ ] IDIR users see all Initiative Agreements.
- [ ] IDIR users can filter Initiative Agreements by organization.
- [ ] IDIR users have an Assigned analyst column feature.
- [ ] IDIR users have a Latest comment column feature.
- [ ] All users can filter Initiative Agreements by status.
- [ ] The page includes sorting controls for all applicable columns.
- [ ] The page displays data correctly IDIR users.
- [ ] Pagination is available when the number of records exceeds the configured page size.

**Notes:**
- IDIR views should maintain a consistent layout where possible.
- Validate performance for large volumes of Initiative Agreements.
- Content will be seeded from existing Excel data.
