Description
**Describe the task**
As an IDIR user, I want to see whether penalties have been invoiced so that I can quickly understand their status without needing to check external systems.

**Purpose**
Improves efficiency and reduces uncertainty by surfacing key status information directly within the dashboard.
**Acceptance Criteria**
- [ ] Given I am a user, When I view penalties, then I can see their invoice status
- [ ] Given I am a user, When I view penalties, then I can see their paid status
- [ ] Can be accomplished with a radio button, yes/no within the report itself that can also reflect within the penalty dashboard too
- [ ] Given I am a user, When I view dashboard data, then I do not need to rely on external tools to understand status
**Additional context**
- Aligns with goal of making the dashboard a complete high-level overview tool
