LCFS - BUG - Q1 label after Q4

**Bug Description:**
An early issuance report that has progressed past Q4 and is now a full year-end compliance report is incorrectly labeled as **Q1**.

**Expected Behavior:**
- An early issuance report that has entered into Q4 can be identified and labeled as a **Q4 - year-end compliance report**.
- No quarter labels reset or change due to the transition into a new calendar year.
- All four main schedules should be displayed, Other use and Export fuel links should be listed.

**Actual Behavior:**
- The report is incorrectly labeled as **Q1** after crossing into a new calendar year, despite being a completed year-end compliance report.

**Steps to Reproduce:**
1. View an early issuance report after Q4 has opened.
2. Observe the report being labeled as Q1.

**Impact:**
- Misleading report status and quarter labeling.
- Potential confusion for suppliers and analysts reviewing compliance status.
- Risk of incorrect business logic being applied to reporting workflows.

**Acceptance Criteria:**
- Early issuance reports that pass Q4 are correctly labeled as year-end reports.
- All four main schedules should be displayed, Other use and Export fuel links should be listed.
