**Describe the Bug**
As an IDIR user, using the refresh function on any page throws an error that shows "404 not found" page.
**Expected Behaviour**
A user hitting refresh should stay on the same page.
**Actual Behaviour**
As an IDIR user, using the refresh function on any page throws an error that shows "404 not found" page.
**Implications**
The implication is that users are forced to restart LCFS portal and sign in again to gain access to any pages. User loses any progress and has to start over again on home page.
**Steps To Reproduce**
Steps to reproduce the behaviour:
User/Role: IDIR
1. Go to home page
2. Click on refresh icon or hit Ctrl+R
4. See error
