LCFS – Manage FSE: Invalid Intended Use/User Combinations

**Describe the Bug**
System allows invalid combinations like Intended Use: Aircraft with Intended Users: MURB.

**Expected Behaviour**
System should auto-filter intended use and intended users to prevent invalid combinations.

Business area to provide logic for combinations that should be restricted.

**Actual Behaviour**
Invalid combinations are allowed.

**Implications**
- Incorrect data entry.
- Compliance and reporting errors.

**Steps To Reproduce**
Steps to reproduce the behaviour:
User/Role: BCeID

- Create FSE entry.
- Select Aircraft as intended use and MURB as intended user.
- Observe system accepts invalid combination.
