Description
Describe the task
There are supplement reports from 2022 and 2023 that have been assessed that are currently showing a penalty amount incorrectly. An admin adjustment will be initiated in the LCFS Portal for the debit obligation, therefore the supplemental reports should either show that the credits were available to neutralize the debit obligation, or a simple zero-ing out of the penalty amounts.
Purpose
This is meant to reconcile balances for an organization that has supplemental reports for the 2022 and 2023 and credits available to offset the penalty.

Research direction
No files, tests, or entry points are named. Start by locating the TFRS/LCFS flow that assesses penalties for supplemental reports and inspect the 2022 and 2023 records; done means the affected reports show credits offsetting the debit or a zero penalty, with concrete acceptance checks replacing the placeholders.
