LCFS - Test seed data update

**Describe the task**
Update all admin adjustment records in the Test environment seed data to change their effective dates from 2025 to 2024.

**Purpose**
To ensure that admin adjustments in the Test seed data reflect accurate historical timing aligned with 2024 reporting and compliance logic. This will improve test validity and alignment with real-world scenarios.

**Acceptance Criteria**
- [ ] Identify all admin adjustment records in the Test seed data with an effective date in 2025.
- [ ] Update each record to set the effective date to a date in 2024.
- [ ] Validate that the changes are correctly applied and reflected in the test environment.
- [ ] Confirm that downstream systems and views reflect the backdated changes without errors.

**Additional context**
- Coordinate with the QA team to verify that test scripts and assumptions are not disrupted.
- Use realistic 2024 dates that are consistent with known reporting timelines where possible.
