Description

**Describe the Bug**
On the BCeID user dashboard, the "Create new BCeID account" link is incorrectly redirecting users to the "Add User" section within the LCFS portal. This is misleading and does not allow users to create a new BCeID account as intended.

The link should redirect users to the correct webpage for creating a new BCeID account: https://www.bceid.ca/register/.

**Expected Behaviour**
The "Create new BCeID account" link should redirect users to the external BCeID registration page at https://www.bceid.ca/register/.

**Actual Behaviour**
The link currently redirects users to the "Add User" page within the portal, which is incorrect.

**Implications**
- Users are unable to access the appropriate page to create a new BCeID account, leading to confusion and potential delays in account creation.
- The incorrect link disrupts the intended workflow for new users.

1. Navigate to the BCeID user dashboard.
2. Click on the "Create new BCeID account" link.
