**Describe the task**
Restrict BCeID users from notionally transferring away more renewable fuel than they have reported. They must report marketed fuel in the Fuel Supply section of the compliance report and can notionally transfer this away to another supplier. But users should not be allowed to input more volume transferred away in the Notional transfer schedule than they have reported in the Fuel supply schedule.
**Purpose**
You can't notionally transfer fuel that you have not reported in the Fuel supply input.
