LCFS - IDIR side of Report history is not showing updated status changes for analyst and manager recommendations

**Describe the Bug**
The Report History box on the IDIR side is displaying unformatted text when a report is in the Recommended by Analyst or Recommended by Manager status. Instead of showing clear information, it is displaying raw, unformatted text. The Report History should provide details about who made the recommendation and when it was made. A similar issue was addressed in card #1002 for the BCeID side, but this bug is still present on the IDIR side.

**Expected Behaviour**
When a report reaches the Recommended by Analyst or Recommended by Manager status on the IDIR side, the Report History box should show the following information:

- The name of the individual who made the recommendation.
- The date and time the recommendation was made.

This information should be formatted clearly for easy readability.

**Actual Behaviour**
The Report History box is displaying unformatted text in these statuses, providing no clear information about who made the recommendation or when it was made.

**Implications**

- Users on the IDIR side are unable to track important details about the progress of the report, including who made key recommendations and the timing of those recommendations.
- This reduces transparency and makes it difficult for users to manage and review reports effectively.

**Steps To Reproduce**
Steps to reproduce the behaviour:
User/Role: IDIR

1. Navigate to the Report History box on the IDIR side.
2. View a report in the Recommended by Analyst or Recommended by Manager status.
3. Observe that the Report History box displays unformatted text instead of information about the recommendation.

Reproduce the issue on the IDIR side with reports in Recommended by Analyst and Recommended by Manager status, then compare the Report History behavior with the fix described in card #1002 for the BCeID side. Done means the history clearly displays the recommender's name and the recommendation date and time instead of raw text.
