ITVR - Task - change BCC notification email in ITVR test environment

**Describe the task**
Update the BCC email in ITVR from alasdair.ring@gov.bc.ca to zelda@gov.bc.ca

**Purpose**
Better to use our generic team email account than a personal account. This is why a generic account was set up.

**Acceptance Criteria**
BCC notifications email will now go to zelda@gov.bc.ca

**Development Checklist:**
- [ ] change the BCC field in all itvr emails to zelda@gov.bc.ca
