Description
* As a FOI analyst
* I want the ability to grant "bulk" extensions
* so that I can efficiently grant extensions to multiple requests when circumstances require it
Real-world Examples:
- With the floods both TRAN and AGRI have received extensions for all of their requests.
- At the start of COVID, the OIPC granted 30 day extensions to all public bodies in BC. They were applied to current requests in every Ministry
- Other times certain program areas have been given bulk extensions (ie: BC Wildfire Service requests during bad fire seasons)

The issue names no files, tests, or entry points. First clarify the assumptions, scope, acceptance criteria, validation rules, dependencies, and design for granting extensions across multiple requests or public bodies. Done should include agreed scenarios, implementation, tests, and documented configuration or process changes.
