Migrate from create-react-app to Vite

Create-react-app is deprecated, at some point we will need to migrate to a different build tool like Vite. Continued use of CRA has frequent issues reported.

No files, tests, or entry points are named. Start by locating the existing Create React App configuration and frontend entry points, then confirm the migration scope with maintainers before changing anything. Done should mean the frontend builds and runs with Vite and no longer depends on Create React App.
