Unable to select the last comment

When we try to multiselect redactions, unable to select the last one since Edit panel is covering up the last redaction comment

Steps to reproduce the behavior:
1. Go to redaction app
2. Click on multiselect and try to select some redactions
3. Scroll down to last comment/redaction
4. See error
5. Unable to select the checkbox for page 187 in the screenshot

Start in the redaction app by following the reproduction steps and reviewing the screenshot. Investigate the multiselect view near the last comment, where the Edit panel covers the checkbox for page 187. Done means the last redaction checkbox can be selected while the Edit panel is present.
