Page By Page - Redaction/Annotation Arrow Points in Wrong Location

**Describe the bug in current situation**
When you have your page set to 'Page By Page' under 'View Controls', when you select a redaction or annotation, and then change pages, the arrow pointing to the annotation or redaction is incorrect.

Steps to reproduce the behavior:

1. Under 'View Controls', select 'Page By Page'
2. Apply a redaction or annotation to a page
3. Select the redaction or annotation so it is selected in the 'Comments' pane

4. Scroll up or down one or more pages - see error, where arrow is pointing to the incorrect spot (retaining the same arrow spot as original page, rather than pointing to the selected redaction or annotation).

Arrow is pointing to incorrect spot.

**Expected behaviour**
A clear and concise description of what you expected to happen. Use the gherking language.

GIVEN a user has selected 'Page By Page'
AND applied a redaction or annotation
WHEN a user selects the redaction or annotation
AND scrolls up or down one or more page(s)
THEN the arrow will point towards to original redaction or annotation, similar to if 'Continuous Page' is selected
