Comments tab multiselect click not open to annotation selection for 1000+ pages with 250+ annotations

**Describe the bug in current situation**
Noticed with comments tab multi select, sometimes when you click on multiselect box, the selection is not open to click. It goes back to that "-".
This doesn't happen often. try clicking the multiselect multiple times to reproduce this issue.
