Redaction App - Applying Partial Redaction on Full Page Redaction Changes Page Flag

**Describe the bug in current situation**

When you have selected to redact a page in full ('Withheld in Full' page flag), either by using the left pane or the 'Redact Page(s)' feature, if you apply a partial disclosure on top of the full page redaction, it automatically flags the page with the 'Partial Disclosure' page flag.

When a page has been flagged with the 'Withheld in Full' page flag, when a user applies a partial redaction overtop of the full page redaction, the page flag should remain 'Withheld in Full'. The page flag should not change automatically.

2. On the same page, apply a partial redaction

3. See error, where the 'Withheld in Full' flag is replaced with the 'Partial Disclosure' page flag automatically

**Actual/ observed behaviour/ results**

'Withheld in Full' page flag overwritten by the 'Partial Disclosure' page flag automatically

**Expected behaviour**

GIVEN a user has redacted a page in full ('Withheld in Full')
WHEN a user applies a partial disclosure overtop of the full page redaction
THEN the redaction is applied
AND the page flag does not automatically change, and it remains 'Withheld in Full'

The issue names the left-pane flow and the “Redact Page(s)” feature, with Test-Marshal as the reproduction environment. Start by reproducing the sequence and trace those entry points to where the page flag is updated; done means the partial redaction is applied while “Withheld in Full” remains unchanged.
