Scroll bar is missing/hiding under redaction panel

When a user login to redaction app for any request, by default redaction panel is showing up on the right side. And the scroll bar for middle pane is hiding under that

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to redaction app for any request
2. By default redaction panel is open up on the right side
3. Try to scroll the pages on the middle pane using scroll bar
4. See error
5. It is missing. Actually it is hiding behind the redaction panel( we can see when try to move the redaction panel towards right

Reproduce the issue in the redaction app using the Test-marshal environment, with the redaction panel open by default. Inspect the middle-pane and panel layout to determine why the scrollbar is hidden; done means the middle pane's scrollbar remains visible and usable while the panel is open.
