Pages appears to be blank after page 1500 onwards

unable to see the page from 1500 when we click on the left panel

Test-marshal

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Take a request of more than 1500 pages
2. Make 'with held in full ' flag for 500 pages at least
3. Try to open a page , say page 1500 then it wont show up(appears as blank) when click on left panel.
4. See error
5. sample request EDU-2023-1300 on test-marshal
6. when we change the default zoom level from '94%' to '79%' it works

**Expected behaviour**

@sumathi-thirumani-aot informed this is because of default zoom level is not working for those pages.
