FOIPPA section update crashes on Redline/OIPC layers if user edit sections on OIPC layer

**Describe the bug in current situation**
The following issues happening when we edit/update FOIPPA section on OIPC layer

- Create a redaction on Redline layer and then go to OIPC layer and edit the section(Make a new section). then switch back to Redline layer and then again come back to OIPC layer. Then we can see two redaction boxes on OIPC layer. Updated one and the previous one

- Also when we select one redaction, it automatically selects two. See the screenshot below

- When we go back to Redline layer and try to edit the FOIPPA section, then default one is showing as the one we recently updated at the OIPC layer( It shouldnot be the one which is updated at OIPC layer)

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to redaction app
2. Create a redaction on Redline layer.
3. Switch to OPIC layer and try to edit the redaction that already created on the same page in Redline layer
4. Switch to redline layer and back to OPIC layer then can see two redactions(Old one and new one)
5. Select one of the redaction, it automatically selects two(screenshot in description)
6. Try to edit the same redaction on Reline layer, then on FOIPPA section modal, it shows new one as default one which is updated on OIPC layer(Any changes on OIPC layer should not be reflected on Redline layer)

Start in the redaction app's FOIPPA section editing and layer-switching flow, reproducing the issue in the Test-marshal environment with Redline and OIPC layers. Trace how sections are loaded and selected after switching layers. Done means each layer shows only its own redaction, selecting one does not select two, and OIPC edits do not change the Redline default.
