While creating redactions on redaction layer, additional comments generating on response package layer with no name

when we create redactions on redaction layer, then additional comments seems to be appearing on the response package layer

Steps to reproduce the behavior:
1. Go to redaction app
2. On redaction layer, create some redactions on a page
3. Then select "Response package' layer, along with the newly created redactions, some additional redactions with no name also appearing

Reproduce the problem in the redaction app on the test-marshal environment using the listed layer-switching steps. Compare the redaction and response package layers to identify why unnamed additional redactions appear, then verify that creating redactions on the redaction layer no longer adds them to the response package layer.
