PROD - Files Stuck In Progress

**Describe the bug in current situation**
TRA-2023-31674 - There are approximately 900 files uploaded to this request. A number of them appear stuck in processing (deduplication and conversion) and have been since 11:30 AM. Unclear why these batches got stuck when other batches appear to have processed OK
