PROD - Unable to Download for Harms - Unknown Error

**Describe the bug in current situation**
Raised by user at transportation - no issues with records uploaded, errors or otherwise.

System keeps throwing an unknown error, user unable to download for harms. Of note - the file size does not seem consistent with what has been uploaded.
