Lock Section Stamp to top left corner of Full Page redaction box on scanned page

Steps to reproduce the behavior:
1. Go to to a scanned page
2. Click on the 'Withheld in Full' page flag
3. Select Code for Section Stamp
4. See section stamp on page on right side

WHEN the section stamp is selected
THEN the section stamp should appear in the top left of the redaction box

Reproduce the issue by opening a scanned page, applying the “Withheld in Full” page flag, and selecting a Section Stamp code. No source file or test is identified in the issue; done means the stamp appears at the top-left corner of the full-page redaction box.
