Unable to edit annotation

Steps to reproduce

1. First add the annotation with section.
2. Then through page flag, mark as "Withheld in Full"
3. Now, try to select the first added annotation. This will break.

Start by reproducing the annotation-selection failure after adding an annotation with a section and marking the page “Withheld in Full.” Trace the page-flag and annotation-selection entry points; done means the first annotation can be selected and edited without the breakage.
