Error message showing up on Records tab while listing the documents

**Describe the bug in current situation**
On production, @lmullane reported that for the request FOR-2023-30469, records are not listing on the records tab and its showing an error message. When checked with the technical team , got informed that foi flow api is having trouble contacting doc reviewer api , but docreviewer api looks to be up and fine. 2. Go to records tab
3. Its showing up error message rather than showing up list of records
4. See error

Start by reproducing the problem in the production records tab for request FOR-2023-30469, then inspect the FOI Flow API communication with the Doc Reviewer API and the attached error logs. Determine why records are not listed when the services communicate, and verify that the records tab displays the expected records without an error.
