Pop up opens up for the first time while trying to login using IDIR

**Describe the bug in current situation**
Whenever a user tries to login using IDIR, there will be a popup asking for a Username and Password.(Won't happen if u cancel the popup once)

Steps to reproduce the behavior:
1. Go to the dev or test environment.
2. Try to login using IDIR.
3. You will be redirected with a popup asking for username and password.

You will be redirected with a popup asking for username and password.

**Expected behaviour**
There shouldn't be any additional popups.

Reproduce the IDIR login flow in the dev and test environments and observe the first-time username/password popup. Start by tracing the authentication entry point used for IDIR; done means login completes without any additional popup, including on the first attempt.
