No proper message for replacing a child attachment file

**Steps to Reproduce**
Steps to reproduce the behavior:
1. Go to ministry login
2. Click on records tab
3. Upload some message file with attachments and try to replace an attachment then it shows replace file should be docx, pdf,xlsx instead of "allows only pdf files"
4. See error

Start by reproducing the attachment replacement flow in the records tab using the test-marshal environment. Trace the attachment modal's validation message and confirm the completed change reports docx, pdf, and xlsx as allowed replacement formats instead of saying that only PDF files are allowed.
