Production - Large volume of Records not uploading

**Describe the bug in current situation**
Feedback from a user from Ministry of Forests - FOR-2023-31184

User has a large number of files they have successfully uploaded. After a certain point, they were no longer able to drag and drop files in mutliples, and the upload function was no longer operating as expected.

Will make Ministry users lives difficult if these functions fails for larger volume of files

**Chance of Occurring (high/medium/low/very low)**
low - have not heard or seen this error yet to date. Impact could be high. Believe this may be caused after a number of files uploaded exceeds a certain amount. (theory, > 200)

The issue names no files, tests, or code entry points. Start by reproducing the browser drag-and-drop upload flow with more than 200 files and inspect the reported console error; done means large batches upload successfully without the observed failure.
