Description
**Describe the bug in current situation**
Feedback from a user from Ministry of Forests - FOR-2023-31184
User has a large number of files they have successfully uploaded. After a certain point, they were no longer able to drag and drop files in mutliples, and the upload function was no longer operating as expected.

Will make Ministry users lives difficult if these functions fails for larger volume of files

low - have not heard or seen this error yet to date. Impact could be high. Believe this may be caused after a number of files uploaded exceeds a certain amount. (theory, > 200)
