Description

**Describe the bug in current situation**
When an analyst is moving a request to the consult state the IDIR for the ministry assignee is displayed (first image). As FOI analysts we see and redact people's IDIRs all the time in records; I do not find this to be a huge concern. However, what is interesting is it seems to be random where the modal appears this way. In the second image, the IDIR for the ministry user is not showing when moving to the consult state, and whether the request is general or personal does not seem to be a factor (this was tested with different files on an analyst's caseload). You can also see the assigned IAO analyst in one instance and not the other.

3. Confirmation modal will pop up
