Technical Spike - SFTP API Integration

#### Description
Common Services SFTS (Secure File Transfer Service) API - we want to deliver the records package to an applicant. Need to understand how we can integrate with this service.

Note: For General FOI Requests - applicants are given a link that they can download the package
- For personal FOI requests the package needs to be password protected, and the password must be sent to the applicant separately.

Right now, IAO downloads the package from AXIS, and manually uploads to the SFTS - the applicant is then emailed the package from the service
