**Describe the bug in current situation**
A clear and concise description of what the bug is.

A Public Body Applicant Consent extension was requested from, and denied by, the applicant. This is reflected accurately in the 'Extension Details' section in the Mod site (and in Axis). However, I noticed that in the Request History Comments it says "The OIPC has denied a 30 day extension", not the applicant.

GIVEN an extension was denied by an applicant
WHEN the extension is denied
THEN then comment in the request history should say "The applicant has denied the 30 day extension."
